They seem to have disabled stacks for most dot effects but if Malz's voidling stacks it I would assume Elise spiders or Heimer's turret would as well. The item description needs to be more explicit about what triggers or not the effect.
Not sure what gap this item is suppose to fill, 55 AP and 10 CDR is on the low end, especially for a 3K gold item. Void staff is 95 with 10% more M.pen than the fully stacked 30% and 10 CDR is clearly not worth 40 AP. The fact that Cosmic Drive is amongst the most common 1st item for AP champs on the pro scene tells me that the HP on this item was meant to offer an alternative to Cosmic Drive, but the thing is that M.pen is pretty bad early on. On top of having worst CDR and loosing the mov speed I really don't see this item competing with Cosmic Drive unless they compensate the loss of mov speed with extra CDR or AP. And compared to Cryptbloom, you're trading full 30% at all time for stackable 30% M.pen, losing AP and CDR for an item that cost 200g more... just to get a bit more HP, which when you factor in the healing effect from bloom at end game for 400AP, bloom basically grants your team an extra 200hp so possibly 1000hp for the entire team(or let's guess 400-600 on average), which completely overshadows the 350hp on yourself.

brand has ONE ability that will stack it twice in a cast and his passive doesnt work...
