Fyr3 St0rm: I mean 5 heroes is only 150 gold per turn, isn't it? As long as you can pay the upfront cost the upkeep isn't THAT much and AI get pretty crazy bonuses.

paradoxmo: I’ve seen free cities in late game with 3 heroes, I integrated one and got 3 heroes for free which I didn’t expect. I still had to pay the 30 per hero extra upkeep though
