A re-load game fixes it.
Also when you compare a new policy, it compares the new to the old. ?
When you hover over the new policy.
@Wooraah: You have set your production to overflow in the game settings, so for example if a building takes 100 resources to build and your city generates 120 per turn, you are currently losing the extra 20 (it converts to gold). Therefore it'd be more efficient to queue up multiple buildings so some of the production is transferred to the next building in the list. You can queue up multiple buildings in the production queue by pressing shift as you select buildings.

@eadric3338: What you are calling "gold" from tiles yields is actually "commerce" in civ4. This is your base economy for the city, and it controls your science advancement and espionage depending on where you set your economy sliders settings in the top left. "Cottage spam" was a famous strategy because cottages to towns give very good base commerce, and thus good science progression. Later civ games eliminated this system, unfortunately. Fun playthrough so far, keep it up!
